David Donnelly is a trained attorney who specialises in analysis of emergent policy and legal issues related to arms control and non-proliferation, and in the design and implementation of foreign technical assistance to improve national legislative and regulatory frameworks for the security and non-proliferation of weapons of mass destruction and related materials. He currently leads a multi-year project for the U.S. Defense Threat Reduction Agency to help develop international guidance for implementation in national legislative and regulatory frameworks of chemical security best practices. He also implements other ongoing work for the U.S. National Nuclear Security Administration's Offices of Radiological Security and International Nuclear Safeguards, among other U.S. government sponsors. Mr. Donnelly is fluent in Russian, with over ten years of experience as a contract Russian linguist and analyst at various U.S. government agencies.
