Information Operations – A Swedish View
ABSTRACT
This paper touches upon Swedish views of how to organize traditional domestic responsibilities to better catch up with emerging IT-related threats. This paper stresses the need for developed forms of public-private co-operation. It also discusses new ways of handling crises and conflicts, as well as of enforcing sanctions in the international arena.

Dr. Lars Nicander is Director for the Centre for Asymmetric Threat Studies at The Swedish Defence University—an independent government Think Tank. He was also, between 1997-2002, appointed Secretary of the Cabinet Working-Group on Defensive Information Operations. He is a political scientist with a dissertation on “New Threats—Old Routines” at Åbo Akademi University in Finland, and has served in various positions within the Swedish national security environment during the last 30 years. He has been an elected member of the Institute of Strategic Studies in London (IISS) and Fellow of The Royal Swedish Academy of War Sciences for many years.
