Prompt Engineering: Tactics and Techniques in Open-Source Intelligence

Abstract:

This paper investigates the prospective application of large language models (LLMs) in Open-Source Intelligence (OSINT), with particular emphasis on integrating information acquisition processes and the growing significance of prompt engineering for analysts. The research includes a thorough literature review, a proposed information model incorporating LLMs, and underscores the functional utilization of artificial intelligence in OSINT and the associated challenges, primarily the educational needs of security forces. In this context, the study outlines prompt engineering approaches for various OSINT tasks as a crucial skill, necessitating a deep understanding of LLMs to produce validated intelligence. Relevant general prompts are demonstrated. Additionally, the paper discusses the need for updated training in critical thinking, search techniques, and prompt engineering for intelligence professionals. The findings indicate a significant evolution in OSINT methodologies, highlighting the need for ongoing research and education to fully harness AI’s potential in intelligence gathering.

Preparing for the Fourth Industrial Revolution: Recommendations to Adapt Cyber Security Governance and Skills in South Africa

Abstract:

As the Fourth Industrial Revolution (4IR) is unfolding in the society around us, gaps and opportunities are revealed in terms of cyber security governance and policy responses. Therefore, within this article, the shortcomings of cyber security implementation in South Africa are identified and recommendations are made in terms of cyber security governance, policy, education, and awareness. In terms of governance, the maturity of South Africa’s implementation systems is analyzed using the international metric systems.

Utilisation of the Cyber Security Challenge for Learning within the South African Perspective

Abstract:

Globally, cyber security is one of the fastest growing fields—where the number of cyber warfare and jobs for cyber defense professionals far outpaces the number of available professionals. Industry and government professionals in South Africa who have seen and experienced these gaps are involved in various initiatives to support cyber security education. One such initiative is the annual Cyber Security Challenge, with the main aim to introduce students to the real-world applications of cyber security, to motivate them to consider a career path in this industry, and to expose them to cyber warfare and defence as career options.

Educational Competences with regard to Resilience of Critical Infrastructure

Abstract:

Current critical infrastructures can be considered Cyber Physical Systems (CPS), which seamlessly integrate human, physical, and computational elements. Data for this case study is collected from 16 R&D projects from three Finnish universities. Results indicate that future CPS competences are multidisciplinary, and include many industrial sectors, academic disciplines, and theories.

Educating and Training Soldiers for Information Operations

Abstract

Military Training and Education is evolving because of the growing influence of Information Operations (IO) and Information Warfare (IW).  This influence has grown from the tremendous changes in both technology and social issues. Traditional military training has dealt with key elements such as operational concepts of war, doctrine and law; leadership; combat skills; weapons skills; and operating effectively under stress.

Military Training and Education is evolving because of the growing influence of Information Operations (IO) and Information Warfare (IW). This influence has grown from the tremendous changes in both technology and social issues. While military technology has changed from stones to cannons to silicon-based weapons, the basic curriculum for soldiers in some cases has not changed for centuries. Traditional training and combat skills often do not match the modern battle field. Modern soldiers must not only be traditional warriors; they must be competent in information operations and information warfare. This paper addresses how to initiate this integration.
