Cyber Warfare Evolution and Role in Modern Conflict
Abstract:
With the advent of powered flight came a shift in military tactics. This shift was not sudden or spectacular but evolved slowly over decades. Similarly, the development of the cyber domain and its impact on the information domain is creating a shift in warfare that nation states are adapting to as it evolves. This shift appears to be not only affecting the way international actors interact within the cyber realm but is also having a strong impact on conflict within the information domain. This paper first attempts to define cyber-warfare within the context of national instruments of power. It then explores the evolution of cyber forces, including analysis of the U.S., Russian, and Chinese cyber forces. It concludes with a prediction of the future of cyber and information warfare and how effective cyber warriors may need to operate within this new international norm.

Mark Reith, PhD (BS, University of Portland; MS, Air Force Institute of Technology; PhD, University of Texas at San Antonio) is an Adjunct Professor of Systems Engineering at the Air Force Institute of Technology, where he teaches cyber operations and software engineering. He has over 20 years of communications and cyber operations experience and has commanded three units supporting defensive cyber operations.
