The year 1995 was considered the start of the Revolution of Military of Affairs (RMA) in the United States and in the last two decades, much has changed with respect to Command and Control Warfare (C2W), Information Warfare (IW), Information Operations (IO), and now Cyber Warfare. Unfortunately there are still significant issues that are unresolved including how perception management or strategic communication is (or is not) conducted by Western Governments in this current era. A quick look at the major foreign policy issues involving ISIS and the conflict in the Ukraine over the last few months reveals that the great promise indicated in RMA in ’95 is still unrealized, with significant deficiencies in the ability of the US Government to conduct IO on a real time basis.
There are a number of ideas about how to improve the way that the power of information is utilized by the West, but the JIW staff firmly believe that one way in which to increase the capability of this warfare area is the collaboration of academia, operators, and government officials in a coherent manner. Through the use of the JIW as well as of the constellation of cyber warfare conferences listed below, it is our opinion, that a greater synergy can be achieved in the conduct of these efforts.

If you have not ventured to Perth for the wonderful series of conferences that the Australians host in December of each year, now is the time to start working on an idea and submitting an abstract. Typically there are five conferences conducted in parallel, all organized by the Edith Cowan University (ECU) Security Research Institute –http://conferences.secau.org/index.php

- Australian Information Security Management Conference
- Australian Digital Forensics Conference
- Australian Security and Intelligence Conference
- Australian e-Health Informatics and Security Conference
Following that, the next ICCWS conference is confirmed for Boston University in March 2016, and the next three ECWWS conferences are tentatively set, as shown below:
- The 15th European Conference on Cyber Warfare & Security will be held on 7-8 July 2016 at the Bundeswehr University in Munich.
- The 16th European Conference on Cyber Warfare & Security will be held at University College Dublin in July 2017.
- The 17th European Conference on Cyber Warfare & Security will be held at the University of Coimbra in Portugal on 5-6 July 2018.
The 15th European Conference on Cyber Warfare & Security will be held on 7-8 July 2016 at the Bundeswehr University in Munich. Finally we are very excited about our April 2015 edition of the JIW. Once again, we will be collaborating with the National Security Agency for a special version of our publication which will feature at least eight articles by current serving staffers at this premier cyber organization.

Dr. Leigh Armistead is the President of Peregrine Technical Solutions, a certified 8(a) small business that specializes in cyber security, and the Chief Editor of the Journal of Information Warfare. He graduated from the U.S. Naval Academy (1984), earned a master’s degree in Military History from Old Dominion University (1993), and a doctorate in Computer and Information Science from Edith Cowan University (2009). His major field of study is cyber power. He has published three books—all of which focus on the full spectrum of information warfare. He founded the International Conference on Cyber Warfare and Security, and the Vice-Chair Working Group 9.10–ICT Uses in Peace and War. He is a retired Naval officer.
