Digital and Technological Sovereignty of the European Union: Strategic Necessity to Survive in the Global Competition?!
Abstract:
Digital and technological sovereignty are essential building blocks of the European Union’s (EU) European ambition for a position in the new world order. However, the current dependencies and vulnerabilities along the entire value chain are a massive challenge in the realization of geopolitical claims to power. EUrope must manage the balancing act between a policy guided by values and one guided by interests in order not to lose its own credibility. Will the EU be able to cope with these challenges and project its regulatory power to create another Brussels effect?

Lasha Chakhava serves as a head of Administration of the LEPL—Public Safety Command Center 112, under the Ministry of Internal Affairs (MIA) of Georgia. In this capacity, he oversees relevant units within the center which plays a pivotal role in providing swift management of emergency cases, preventing crime and ensuring public safety across the country.
From 2018 to 2020 Mr. Chakhava held the position of head of the Analytical Unit at the Joint Operations Center of the MIA, leading a team focused on research and analysis of advanced analytical programs and expansion of national video surveillance systems in Georgia to enhance safety and security.
He holds a master’s degree in Business Administration and is a Project Management Professional (PMP) certified by the Project Management Institute (PMI). Mr. Chakhava is an alumnus of Geneva Center for Security Policy (GCSP), having completed the Leadership in International Security Course (LISC) in 2022-23.

Colonel (OF-5) Daniel Hikes-Wurm, born 1980, works in the Directorate General for Defence Policy of the Federal Ministry of Defence as a Senior Advisor for Defence Policy. Among other things, he deals with the security and defence policy implications of technological developments, such as Artificial Intelligence and emerging and disruptive technologies, Cyber Defence policy, and hybrid threats.
